ФИНАНСОВО-ЭКОНОМИЧЕСКОЕ ОБЕСПЕЧЕНИЕ КОМПЛЕКСНОГО РАЗВИТИЯ СЕЛЬСКИХ ТЕРРИТОРИЙ

Аннотация

В современных условиях наиболее важными становятся вопросы комплексного развития, экономической независимости и обеспеченности территорий финансовыми ресурсами. Возможность региона иметь такие ресурсы в достаточном количестве и объеме для полноценного осуществления поставленных задач, решения экономических и социальных проблем, находящихся в компетенции соответствующего уровня власти, и является его экономической самостоятельностью. Как бы то ни было, регион, обретая такую самостоятельность, в некоторой степени отделяется от других регионов страны в рамках народного хозяйства, а также ограничиваются воспроизводственные связи на данной территории. При этом возникают проблемы, связанные с недостаточностью собственных доходов и зависимостью регионов от безвозмездных поступлений из других уровней бюджетной системы. Комплексное развитие напрямую зависит от финансовой основы (базы), способной его обеспечить. Согласованное и сбалансированное экономическое, социальное и пространственное развитие, с учетом и соблюдением интересов настоящих и будущих поколений представляет собой комплексное развитие территорий. Целью работы является определение новых направлений комплексного развития сельских территорий на примере Багаевского района Ростовской области.

Abstract

In today 's environment, the issues of integrated development, economic independence and financial resources for the Territories are becoming most important. The ability of the region to have such resources in sufficient quantity and volume to fully implement the tasks set, to solve economic and social problems within the competence of the relevant level of power, and is its economic autonomy. In any case, the region, having gained such autonomy, is to some extent separated from other regions of the country within the framework of the national economy, as well as limited reproductive ties in the territory. At the same time, there are problems related to the lack of own revenues and the dependence of regions on free revenues from other levels of the budget system. Integrated development de-pends directly on the financial basis (base) capable of providing it. Coherent and balanced economic, social and spa-tial development, taking into account and respecting the interests of present and future generations, constitutes the integrated development of the Territories. The purpose of the work is to define new directions of complex develop-ment of rural areas on the example of Bagayevsky district of Rostov region.
