ИНСТРУМЕНТЫ ТРЕХ ЭТАПОВ РАЗРАБОТКИ СТРАТЕГИИ РАЗВИТИЯ РЕГИОНА

Аннотация

При разработке стратегии развития региона возникает потребность в алгоритме выполнения процедур, направленных на определение этапов развития региона, а внутри каждого этапа ставится вопрос об определении направлений развития и детализации конкретных действий, направленных на получение ожидаемых результатов. В настоящем исследовании построена совокупность алгоритмических схем, снабженных комментариями относительно инструментального обеспечения процедур разработки стратегии развития региона в целом и в разрезе отдельных ее этапов. Предложены инструменты, обеспечивающие формулирование целей на каждом этапе, определение приоритетов, ожидаемых результатов и показателей, а также позволяющие составить целевые сценарии и детализацию содержания направлений развития региона.

Abstract

When developing a strategy for the development of a region, there is a need for an algorithm for performing procedures aimed at determining the stages of development of the region, and within each stage, the question of determining the directions of development and detailing specific actions aimed at obtaining the expected results is raised. In the present study, a set of algorithmic schemes is built, provided with comments on the instrumental support of the procedures for developing a strategy for the development of the region as a whole and in the context of its individual stages. The tools are proposed that provide the formulation of goals at each stage, the definition of priorities, expected results and indicators, as well as allowing to draw up target scenarios and detail the content of the directions of development of the region.
