Аннотация

The article is devoted to a problem of international educational ratings implementation in modern higher school management system. At first authors study and analyze conceptual approaches to planning of innovative development of educational establishments, show special role of informal management methods in implementation of program-goal method of modernization of Russian system of higher education. The second part of the article is devoted to study of international educational ratings as instrument of matrix modeling and multiranging.
