The article is devoted to the development of the methodological and theoretical principles for creation of modeling tools for decision support system solutions for the management of inter-budget regulation. On the basis of methodology of system approach the task of making decisions on share distribution of taxes between the levels of budgetary system. There is a complex of economic-mathematical models for assessment of the decisions that have the property of adaptation to changes in the external environment. The developed architecture of the modeling tools within the system of support of acceptance of decisions.
