«КУЛЬТУРНОЕ» ИЗМЕРЕНИЕ ИНСТРУМЕНТАРИЯ ИННОВАЦИОННОГО РАЗВИТИЯ РОССИИ В КОНТЕКСТЕ ФОРМИРОВАНИЯ ЦЕННОСТНО-МОТИВАЦИОННОЙ СФЕРЫ СОВРЕМЕННОЙ ПОЛИТИЧЕСКОЙ ЭЛИТЫ: К ВОПРОСУ О ПОЛИТОЛОГИЧЕСКОЙ ИННОВАТИКЕ НОВОГО ПОКОЛЕНИЯ

Аннотация

В статье обосновывается целесообразность использования инструментария государственной культурной политики в рамках реализации стратегии формирования и развития политической элиты современной России; политическая элита рассматривается как субъект и объект государственной культурной политики и фактор инновационного развития. С учетом того, что в современной политической практике значительное внимание уделяется разработке контента политической инноватики, в рамках настоящей работы констатируется, что государственная культурная политика как когнитивный конструкт, ориентированный в том числе на формирование ценностно-мотивационной сферы политической элиты в парадигме развития культуроцентричного смыслового ядра деятельности её акторов, может выступить продуктивным звеном политической и политологической инноватики нового поколения.

Abstract

The paper confirms the reasonability of the use of the state cultural policy tools within the realization of the strategy of formation and development of the modern Russian political elite which is referred to as the subject and the object of the state cultural policy and the attribute of innovative development. Taking into account that the modern political practice pays considerable attention to the development of the content of political innovatics, this paper confirms that the state cultural policy as the cognitive construct can act as a productive link of political and politological innovatics of new generation on condition that it is focused on the formation of the value-motivational sphere of the political elite in the paradigm of the development of a culture-centered conceptual core of the activity of its actors.
