СПЕЦИФИКА РЕАЛИЗАЦИИ ПРИНЦИПА СУБСИДИАРНОСТИ В РОССИЙСКОМ ФЕДЕРАЛИЗМЕ

Аннотация

Статья посвящена одному из основополагающих принципов федерализма –
«субсидиарности». Автор исследует проблемы реализации принципа субсидиарности и
особенностей его функционирования в рамках российского пространства. А также условия,
при которых принцип воплощается в России на практике. Рассматриваются признаки,
характерные для нынешнего состояния федеративных отношений. Выявлено как умело
разграничить предметы ведения и полномочия между федеральными, региональными и
местными органами публичной власти.

Abstract

The article is devoted to one of the fundamental principles of federalism is «subsidiarity». The author
explores the problems of implementing the principle of subsidiarity and the peculiarities of its functioning
in the framework of the Russian space. As well as the conditions under which the principle is embodied in
Russia in practice. Discusses the characteristics of the current state of Federal relations. Skillfully identified
as to distinguish objects of reference and powers between Federal, regional and local public authorities.
