ОЦЕНКА РАЗВИТИЯ ЧЕЛОВЕЧЕСКОГО КАПИТАЛА В РЕГИОНАХ СИБИРСКОГО ФЕДЕРАЛЬНОГО ОКРУГА

Аннотация

В статье рассмотрены элементы и направления формирования человеческого капитала в регионе. Для оценки состояния человеческого капитала применен подход, основанный на индикаторном методе. В подходе использованы показатели, отражающие значимые характеристики способностей людей и созданных в регионе возможностей для их реализации. Сравнительный анализ оценок человеческого капитала в регионах Сибирского федерального округа позволил выявить регион-лидер – Новосибирская область и регион-аутсайдер – Забайкальский край. Рассмотрены существующие программы, связанные с формированием конкретных элементов человеческого капитала, применительно к Забайкальскому краю. Предложены основные направления развития человеческого капитала Забайкальского края.

Abstract

The article examines the elements and directions of the formation of the human capital in the region. To assess the state of human capital, an approach based on the indicator method is applied. The approach uses indicators reflecting significant characteristics of people's abilities and the opportunities created in the region for their implementation. A comparative analysis of estimates of human capital in the regions of the Siberian Federal District made it possible to identify the leading region – Novosibirsk Region and the outsider region – the Trans-Baikal Territory. Existing programs related to the formation of specific elements of human capital, as applied to the Trans-Baikal Territory, are considered. The main directions of development of the human capital of the Trans-Baikal Territory are proposed.
