ВОЗМОЖНОСТИ ИМПЛЕМЕНТАЦИИ ЗАРУБЕЖНЫХ МОДЕЛЕЙ ИНСТИТУЦИОНАЛЬНЫХ ПРАКТИК В СФЕРЕ МЕЖЭТНИЧЕСКИХ ОТНОШЕНИЙ В РОССИЙСКИХ УСЛОВИЯХ

Аннотация

Необходимость повышения эффективности национальной политики в России предполагает поиск новых моделей управления, в том числе и с учетом зарубежного опыта институциональных практик в сфере межэтнических отношений. Реконструкция формальных и неформальных институциональных практик в развитых странах со сложной этнокультурной структурой позволяет выявить возможности имплементации различных их моделей в российском обществе с учетом его этнокультурной и политической специфики. Такие возможности раскрываются в рамках перехода к ценностной политике как управленческой деятельности, основанной на публичных ценностях и диалоге государственных и муниципальных органов власти, общественных и этнических организаций в решении проблем межэтнического взаимодействия в локальных сообществах.

Abstract

The need to improve the effectiveness of national policies in Russia involves the search for new models of governance, including taking into account international experience of institutional practices in the sphere of inter-ethnic relations. Reconstruction of the formal and informal institutional practices in developed countries with complex ethnic and cultural structure allows to identify opportunities for the implementation of the various models in the Russian society, taking into account its ethnic, cultural and political specificities. Such possibilities are disclosed in the transition to value policy as a management activity based on public values and dialogue between the public and municipal authorities, public and ethnic organizations in solving problems of inter-ethnic cooperation in local communities.
